Abraham Lincoln is inaugurated on March 4, 1861. Lincoln declares that no state has the right to secede from the Union. He also says that he will not attack the secessionists unless they attack first. The Cotton South states have seceded by this time, but the Upper South, like Virginia, Maryland, Tennessee, Kentucky, Arkansas, and Missouri remain in the Union. The Confederate Congress in Montgomery, Alabama adopts a permanent Confederate Constitution. This constitution protects the institution of slavery. Fort Sumter in Charleston, South Carolina and Fort Pickens off Pensacola, Florida are in danger of running out of supply. Braxton Bragg is gathering forces in Pensacola. Pierre Beauregard is fortifying Charleston. In March 1861, Missouri rejects secession. A fear is that Maryland and Virginia will both secede, thus gobbling up Washington with it. Senator John Crittenden of Kentucky bids farewell to the Senate, hoping that a peace will endure. Senator Andrew Johnson of Tennessee remains loyal to the United States. Also in March, Governor Sam Houston of Texas is removed from office because he is loyal to the United States. A short film by Jeffrey Meyer Credit to : Jeffrey the Librarian
